It was approved by Shanghai Municipal Government in November 1995 that Shanghai Qingpu Industrial Zone (the zone) be a new municipal-level industrial development area which has a programmed area of 16.15 square kilometers. The zone lies in the transportation hub of Zhejiang, Jiangsu and Shanghai and the hub of the industrial chain of Shanghai Economic Region. The zone consolidated a State-level hi-tech park, China Textile Technology City, in April 2001 by means of capital operations. Shanghai (Qingpu) Taiwanese Businessman Park was established upon the approval of Shanghai Municipal Government. The zone is carrying on the strategy of ˇ°Green Industrial Zoneˇ± establishing ˇ°One netˇ± promoting the construction of ˇ°Two Citiesˇ±and building ˇ°Three Parksˇ±
The geographic location
Shanghai Qingqu Industrial Zone (the zone) locates on the Yangtze River Delta and has the sub-tropical marine monsoon climate which features southeaster in the average year, warm temperature, sufficient sunshine, distinct four seasons and abundant rainwater. The annual rainfall is 1950mm and the frost-free period is 247 days. The averaged temperature is about 15.5 degrees centigrade. The zone lies in the southwest of Shanghai, adjacent to Jiangsu and Zhejiang provinces. There is an easy transportation in the zone. The zone has 318 National Highway (Shanghai to Tibet), Suhong Highway (Suzhou to Shanghai Hongqiao International Airport), Shanghai-Qingpu Expressway, Shanghai-Hangzhou Expressway, Shanghai-Nanjing Expressway, 320 National Highway (Shanghai to Yunnan), Shanghai-Nanjing Railway, Waigang-Qingpu-Songjiang Highway and Tongsan-Sanya National Highway. In air transportation, the zone is 17 kilometers away from Shanghai Hongqiao International Airport and in marine transportation, the zone is 45 kilometers away form Shanghai Port and 50 kilometers from Shanghai Port Container Terminal. The cargo and container can be exported directly from there. From east to west, there are Dianpu River, Maohejing River, Taipu River and Shangda River within Qingpu District. The way of north to south, there are West Dayingjiang River, East Dayingjiang River and Youdungang River. All the rivers are belonging to shipping channels over 6 class, which connect Suzhou Brook in the north, Dianpu River in the south and exchange shipping with Shanghai, Jiangsu and Zhejiang provinces.
The basic infrastructure
Water
The daily water supply capacity is 85,000 tons. The second Water Supply Plant with a daily supply capacity of 200,000 is under construction.
Electricity
A 220 K.V and 110 K.V transformation substations and three 35 K.V transformation substation have been completed, supplying electricity directly to the zone.
Gas
The daily gas transmission capacity is 100,000 cubic meters
Telecommunications
The zone holds 73,000 automatic switching units, of which exchanging rate of program control is about 95%. Both the crossing and terminal stations apply optical cable and digital transmission. The zone opens the services of IDD, DDD, ADSL and data telecommunication.
Sewage drainage
The zone has a sewage plant with a daily capacity of 15,000 tons for domestic sewage and 100,000 tons for industrial sewage.
Heat/Gas
In the initial phase, the capacity of 220 tons per hour for industrial steam is available. The gas plant under construction will provide various gas for industrial use such as oxygen, nitrogen and carbon dioxide.
